While I agree with your "scum all around" asssesment, I'm not sure there's any particular reason to believe that this was done under directions from on high. The person who ordered the arrest was probably also outraged by the media storm, and they wouldn't need to hear it from above to figure out that an arrest would suit the government's purposes.
